A meeting of the members of project manage ment consultants of the park was held in the Smart City project office recently. The chief executive officer (CEO) of the smart city corporation Astik Kumar Pandey chaired the meeting and directed all to expedite the project work. The meeting was attended by additional CEO Arun Shinde, city engineer Sakharam Panzade, adviser Brijraj Sharma, Dr K M Soni, Romal Mehta, P R Mehta, Prem Balani, Sameer Joshi and project manager Imran Khan.

The process of converting the Beed bypass into a six lane road has started and with the construction of three flyovers, there is a hope of getting the traffic congestion eased.

The old problem of perennial traffic congestion and minor/major accidents on the bypass has finally been resolved, thanks to the joint efforts made by municipal administrator, commissioner of police, district collector, Public Works Department (PWD) officials and other administrative bodies. The various constructions that were obstructing the service road have been razed by the anti-encroachment squad while many were also voluntarily removed by the citizens leaving 15 meters of the road open to the PWD.

Work of a six-meter paved road has been started. Construction of flyovers at Deolai Chowk, MIT Chowk and Sangramnagar was to be completed by May 31 but is still pending. The process of six laning as well as service road is being done on war footing.

After the Maharashtra Jeevan Pradhikaran (MJP) successfully completing a trial on Tuesday evening, additional 5 MLD water is being drawn from Harsul reservoir and stored in the elevated storage reservoir (ESR) located at Delhi Gate.

With this, the amount of water drawn from this reservoir has reached to 10 MLD from earlier 5. The authorities concerned now have plans to lay separate pipelines to supply water to Harsul jail and Harsiddhi ESRS from this tank. With this, the burden on Cidco and Hudco ESRs will get reduced and as many as 14 wards of the old city will get enough water, regularly.

The Aurangabad Municipal Corporation (AMC) had been drawing 5 MLD water from Harsul reservoir, however, in the wake of acute scarcity, the MJP proposed to draw additional 5 MLD. A pipeline of 350 mm diame ter has been laid between the tank and the filration plant on Jatwada Road, which has started receiving 10 MLD water from Tuesday evening onwards.

2 MLD water from Nahar-e-Ambari Repairing of the Naher-e-ambari, which is part of the ancient underground water supply system, will be undertaken as far as Rauza filtration plant to draw 2 MLD water,Divers from Pune’s Maharashtra Underwater Services will be pressed into service for this task, while a team, led by Vijay Shivtare, has already started surveying the Naher.

Separate pipelines soon

Till today, the Cidco N-7 sector ESR was supplying 2.5 MLD water each to Harsul jail and Harsiddhi ESRS. This would be discontinued and these ESRS would get water from Harsul reservoir through separate pipelines. Residents of Cidco and Hudco wards would get additional 5 MLD water. The ESRS at Harsul jail and Harsiddhi Society would be getting water in a week, said MJP executive engineer Ajay Singh.

The railway administration has given approval to build a pit line for 16 bogies in Aurangabad with funds of Rs 29.94 crore.

The pit line will be located at the Aurangabad railway station instead of Chikalthana. This will pave the way for new trains to start from Aurangabad.

The ministry of railways, on May 10, issued a letter to the South Central Railway approving the pit line at Aurangabad railway station. Funding for the pit line has been approved under the Umbrella scheme. The pit line will be constructed using Camtech technology. President of Marathwada railway kruti samiti Anant Borkar said that now everyone’s attention is on when the tender for this work gets floated. The line will be expanded to 24 bogies in future. The railway crossing gate at Eknathnagar will have to be closed for this work.

The union Government’s Smart City Mission has declared the first phase results of ‘India Smart City Award Contest’. Of the 75 cities, Aurangabad secured the 14th position in the list and second in the State.

Aurangabad surpassed cities like Kanpur, Kota, Ajmer, Rajkot, Chennai, Coimbatore, Jaipur, Vishakhapatnam, Chandigarh, Amritsar and Gwalior.

It may be noted that joint secretary (Union Ministry of Housing Development and Urban Affairs) and the director of Smart City Mission Kunal Kumar had issued letter to all the chief executive officers (CEOs) of Smart Cities on May 4, 2022. The letter enclosed the list of cities eligible for the second phase of the India Smart City Award Contest. The list also mentioned the position of cities. These Smart Cities have been asked to submit their nomination for second phase of the contest by June 30, 2022.

Soon, a new Rs 10,000 crore Aurangabad-Pune express way will reduce the travel time between the two cities to 1.15 hours as against four to five hours currently.

“The National Highways Authority of India (NHAI) has decided to build a new access-controlled express way from Aurangabad to Pune. The highway will cost Rs 10,000 crore.

There will be no turns and the vehicles could move at a speed of up to 140 km per hour. My next visit will be to carry out the ground breaking ceremony of this road,” said Union minister for road transport and highways Nitin Gadkari on Sunday.

He was speaking at the ground breaking ceremony of four highways worth тВ╣2,253 crore, including Aurangabad to Paithan under NHAI at Beed Bypass. He also performed digital inauguration of the four highway projects worth тВ╣3,317 crore from Aurangabad to Telwadi and three others under Solapur-Dhule highway.
Gadkari said the distance from Aurangabad to Pune is 225 km. This new road will reduce the travel time significantly: Aurangabad- Pune journey will take 1 hour and 15 minutes. The alignment from Beed to Ahmednagar to Paithan has been finalised.

Ethanol production from sugar factories is increasing. Gadkari suggested a meeting with manufacturers to produce vehicles that run on ethanol. “An integrated project of flyover between Chikalthana to Waluj, metro and National Highway Authority of India (NHAI) road will be built in the city at an expense of around тВ╣6,000 crore. “said Union transport minister Nitin Gadkari.

He was speaking during the inauguration of four works of NHAI organised at Beed Bypass on Sunday.

Gadkari said, a proposal has been drafted, which included a double-decker bridge (bridge on upper side and road below it), fly over and Metro from Shendra MIDC to Waluj.

The work for and integrated DPR with NHAI and Metro has been initiated. This included a total distance of 25 kilometre, in which, 16 km will be four lane road and double decker bridge. The total project estimated to cost around тВ╣6,000 crore.

Various works amounting to тВ╣25 crore will be completed in the district by 2024. The length of Shendra MIDC to Chikalthana four-lane fly over will be 7.5 km and the road will be of eight-lane. A double-decker flyover of 8.5 km long will be established between Chikalthana and Kranti Chowk. Under it there will be a metro. The distance of the four-lane bridge between Kranti Chowk and Waluj will be of 9 km.

The work of DPR for Aurangabad Metro is under progress, which will contain two corridors. The first will be between Chikalthana to Kranti Chowk of 12 km and other route will be between Harsul to Cidco of 13 km.

There was a network of 145 km national highway in the district in 2014. Later, 450 km new highways were given in the district and presently there is a network of 595 km national highway in the district.

In the past seven years,out of the 13 works amounting to тВ╣4,422 crore, five have been completed while eight pending. In all тВ╣2,253 crore works have been completed through CRF, Gadkari said.

The Aurangabad Smart City Development Corporation Limited (ASCDCL) completed the tender processes and approved 40 mega projects till March 31, 2022 since its inception. The estimated cost of these proposals is around Rs 1,100 crore.
Meanwhile, the ASCDCL has okayed the citizen centric proposal of developing 108 important roads in the city by spending Rs 317 crore during this period.
Aurangabad got included in the Smart City Mission way back in 2016 The works under the Smart City Mission gained momentum after a couple of years in real sense under the guidance of Aurangabad Municipal Corporation (AMC) administrator and ASCDCL chief executive officer AK Pandey. First, the ASCDCL procured a fleet of 100 buses in 2018. The service was rolled out in a full fledged manner, but was derailed due to the Covid- 19 pandemic and the strike of Maharashtra State Road Transport (MSRTC) employees.
The other major projects include development of Aurangabad Zoological Park in Mitmita by spending Rs 250 crore; installation of 700 CCTV cameras under Safe City project; renovation of Sant Tukaram Natyagruh; setting up of two Command and Control Centres(CCCS).

Here’s some good news. Aurangabad city has managed to improve its ranking in the Smart City Mission, in the last three months. The city has bagged the 15th national rank, taking a huge jump from its the 45th position in January 2022.

Thanks to efforts of the Aurangabad Smart City Development Corporation Limited (ASCDCL), the March 31 deadline fixed by the union government to get maximum development works started, could be fulfilled.

The Smart City Mission declares the national rankings every three months after reviewing the progress of various works “We have tried our best to get maximum developmental works started or done before the given deadline of March 31. The efforts put in by the ASCDCL team helped in improving the national ranking of the city from the 45th in January to the 15th in April, “ASCDCL chief executive officer A K Pandey and additional chief executive officer Arun Shinde told media persons.

The ASCDCL had approved 18 works of Rs 635 crore before the end of the financial year, while their work orders would be issued after obtaining bank guarantee from designated contractors in 8-10 days, they added.

Work on 108 roads in the city under Smart City will start soon. At the same time, the corporation administration also took a big decision to allocate Rs 200 crore for special roads in the budget. These works will be completed within the next year. Municipal Corporation (AMC) budget will be presented on March 31. The city is looking at other innovative schemes for Aurangabadkars in the budget.

Since April 2020, there is no ‘caretaker’ in the AMC. As a result, some works in 115 wards of the city are stopped. Administration is doing only necessary works in different wards which save large amount of money. Nearly Rs 350 crore pending bills were paid. Administrator Astik Kumar Pandey will present the third budget in next three days in absence of caretaker. Preliminary estimates put the budget ataround Rs 1,200 crore.

AMC administration was not able to implement the budget during the corona first and second wave. For the third year in a row, the administration will focus on meeting some of the salient features of the budget.

A few years ago, the city of Aurangabad was known as the city of potholes. In the last 8 years, the civic administration has con structed roads worth Rs 276 crore from government funds.

At a cost of Rs 317 crore, 108 roads will be smoothened under the Smart City scheme. Now Rs 200 crore is being kept in the municipal budget for special major roads from the municipal fund. The administration has expressed its intention to construct cement roads in some places and asphalt roads in others.

Increase in income of AMC

In the last two years, the municipal administration has curbed the expenditure, took concrete steps to increase income. Property that had not been taxed for years was taxed. There are a few more properties to be taxed. They will be brought under the tax framework throughout the year. Therefore, it is being arranged that AMC will get at least 200 crore from property tax every year.

A fund of Rs 500crore was to be deposit ed by the Central gov ernment, Rs 250 crore from the State govern ment and Rs 250 crore from the municipal administration The Central government has provided Rs 294 crore out of Rs 500 crore and the State gov ernment has provided of Rs Rs 147 crore out of 250 crore to the administra tion for the smart city till date. The remaining funds of Rs 309 crore will not be sanctioned till the corpora tion pays its share. The smart city scheme has a term till March 31, 2022.

The municipal administra tion had already deposited Rs 68 crore out of Rs 250 crore. It was decided to take a loan from a nation alised bank for the remain ing funds.

The Central Bank of India rece India recently approved a loan of Rs 250 crore to the AMC. Out of this loan, Rs 150 crore was paid to Smart City account.

The remaining Rs 100 crore will be given to Smart City soon. Therefore, the municipal corporation has asked for refund of Rs 68 crore deposited earlier, said Wahule.

The Aurangabad smart city board of directors has approved key projects that would steer the cityтАЩs growth in the coming years.
Aurangabad Smart City Development Corporation Ltd (ASCDCL) CEO Astik Kumar Pandey said, тАЬThe projects тАФ including smart roads, smart health, smart education and street transformation тАФ have been given the clearance.тАЭ
While terming the boardтАЩs decision as crucial for deciding the cityтАЩs growth for next one decade, he said, тАЬThe approved projects can be implemented only if the AMC is able to secure the loan and pay its share before March 31. The central governmentтАЩs share will be released only after the AMC makes its contribution.тАЭ
The 16th board meeting was held under the chairmanship of Baldev Singh, who is state industries departmentтАЩs additional chief secretary. During the meeting, Ulhas Gaoli, chairman of Narayana Infra Ventures, was nominated independent director of the ASCDCL.
Upon recommendation from peopleтАЩs representatives, it has been decided that the development of 111 roads at a cost of Rs 317 crore will be taken up by the ASCDCL.
The board has decided to build three state-of-the-art multi-speciality hospitals and renovate public health centres in all nine zones of the AMC. The board approved hiring of 40 electric buses, including five double-decker electric buses, on contract basis by 2024.
The board gave green signal to setting up of second and third skill development centres similar to Cidco N-5, the illumination of Kranti Chowk flyover and Shiv Srushti project. The board gave post facto approval to Comprehensive Mobility Plan and Detailed Project Report for Metro Rail.
The ASCDCL told board members that 25 smart traffic signals have been installed. The Aurangabad Smart City has prepared proposal for transformation of four streets and received approval for renovation of Sant Tukaram Natyagruh at Rs 9.99 crore.

The government is taking a series of steps to boost industrialization at the district levels for promoting the goals of AtmaNirbhar Bharat. 

“Government of India is in the process of initiating a program named “One District One Product” (ODOP) based on strengths of a district and National Priorities, ODOP is seen as a transformational step forward towards realizing the true potential of a district, fuel economic growth and generate employment and rural entrepreneurship taking us to the goal of AtmaNirbhar Bharat,” said Minister of Commerce and Industry, Piyush Goyal while replying to a question in the Lok Sabha on the schemes for industrially backward districts in the country.  

He added Niti Aayog is in process of implementing the ”Aspirational Districts Program” under which districts are being identified on the basis of social indicators like Health & Nutrition, Learning Outcomes, and Basic Infrastructure. Through a robust monitoring framework of sectors, the program is aimed at improving the economic productivity of the districts.

He pointed out that the Department for Promotion of Industry and Internal Trade (DPIIT) is not having any specific scheme, only meant for the backward districts of the country. However, DPIIT has been implementing various schemes for providing incentives to industries in the states/ UTs, towards the socio-economic development of the states/ UTs.

In order to give a boost to new industries in the country, the Central Government started the ‘Start Up’ initiative in January, 2016. The purpose of this scheme was to give priority to young entrepreneurs. In the last six years, hundreds of new industries have been successfully set up in Marathwada under this initiative. With the help of the Ministry of Micro, Small and Medium Enterprises, the State Government and the Maharashtra State Innovation Society, Magic provided additional support for setting up new industries in Marathwada and promoting innovative concepts, providing startup ecosystems in Marathwada, mentoring startups and creating jobs in the department.

At present, ten startups have received helped from Magic and 28 have reached the final stage of launching and as many as 138 start-ups have been connected to Magic and are being guided in the required manner by mentors like entrepreneurs Prasad Kokil, Ashish Garde, Suresh Todkar, Sunil Raithatha, Milind Kank, Prashant Deshpande, Kedar Deshpande, Ritesh Mishra, Mukund Bhogle and Rohit Dasharthe.

MoUs have been signed with GIZ India, Tata, Marathwada Auto Cluster, ISBA, Dr Babasaheb Ambedkar Marathwada University, MIT Aurangabad, Government Engineering, Aurangabad, IGTR, Wadhwani Group, Cipet, Nielit and Y Center. Slated to be the future of smart cities, the Aurangabad Industrial City (AURIC)тАФ also billed to be IndiaтАЩs first integrated industrial cityтАФ is expected to be completed by 2022.The center Government had envisioned the Delhi-Mumbai Industrial Corridor (DMIC) Project to connect the two mega cities of India. Work upon it has been underway for years, but now, the Maharashtra government has decided to hasten its development.

Located on the outskirts of Aurangabad, AURIC will be built on 10,000 acres (in phase I) of land. This new integrated industrial township will be a congregation of office spaces, residences, hotels, large and small format retails, schools, hospitals, parks, entertainment hubs and much more.
60% of the total land will be used for industrial purposes whereas 40% will be reserved for residential, commercial, institutions, open spaces and socio=cultural amenities. This has been done, keeping in mind the need to bring about thriving industrial growth as well as creating a community to live, grow and play in. Hyosung Corporation, the South Korean industrial conglomerate, committed an investment of Rs 3,000 crore in AURIC to build a factory for manufacturing spandex, Companies from Russia, China and Japan have evinced interest in investing Rs 1,250 crore in setting up their facilities at Aurangabad Industrial City. RussiaтАЩs NoVo Lipetsk Steel (NLMK), manufacturer of high-quality steel products, is keen on investing Rs 1,000 crore for setting up a unit at AURIC-Shendra.
Guangdong Baihe Medical Technology Co Ltd of China is mulling setting up a dialysis machine plant on 10 acres. Baihe Medical is among the leading medical device manufacturers in China and specializes in medical disposables for use in anesthesia, blood purification, infusion and wound care. тАЬBaihe plans to invest Rs 100 crore. Fuji Silvertech, Japans leading precast concrete manufacturing company with an installed capacity of 4,90,000 tones per annum, has also approached us for setting up precast infrastructure set up in AURIC-Bidkin with an investment of Rs 150 crore. тАЬThe completion of the Nagpur-Mumbai Samruddhi Corridor and the Jalna dry port will also play a significant role in boosting the economic development of AURIC.

Some of the features of AURIC will be as followsтАФтАв It is one of the eight nodes of the ambitious DMIC project.
тАв AURIC will be IndiaтАЩs first integrated industrial green city. An industrial green city is an underdeveloped area, where greater development is proposed, which allows it to develop into a city.
тАв To ensure that water isnтАЩt wasted, the city will treat its sewage water and common effluent water, so that residents can use it for their needs. Thus, approximately 42% of the water needs at AURIC will be met through recycled water.
тАв The concept of тАШWalk to workтАЩ which encourages housing options, workplaces, and shopping centers, to be developed in the vicinity of each other, will be implemented. This concept also includes walkable streets and blocks and reachable public spaces.
тАвThe construction of AURIC is supposed to be an entryway for global investors, with the aim of boosting industrial growth and helping it go beyond Aurangabad, to its tertiary units in adjoining seven other districts surrounding Marathwada. Additionally, the tribal belt of Nandurbhar, Nashik, Dhule has been included in the project to enable industrial growth in the impoverished districts.

Follow up is being taken with the union transport minister Nitin Gadkari for the construction of the 24 km long single flyover from Waluj to Chikalthana flyover. A proposal has been sent in October 2021 by the National Highway Authority of India (NHAI) to the central transport department to prepare a Detailed Project Report (DPR) for this project costing around Rs 2200 to 3000 crore including land acquisition, said union minister of state for finance Dr Bhagwat Karad while talking to reporters here on Thursday.

Dr Karad said that before constructing a single flyover, it is being considered how to have an interchange. There will be space to get to and from the bridge at six places. This will require land acquisition. A meeting with the union minister Gadkari will be held again in this regard. The single bridge will change the face of the city. All the industrial estates from Waluj to the DMIC node will be connected. Such bridges are built in Nashik and Nagpur. Project director of NHAI of India Arvind Kale, engineer Nachiket Kulkarni and others were present on the occasion.

Cost of the bridge
The bridge is expected to cost Rs 100 crore per km. For a distance of 24 km, it would cost around Rs 2,000 to 3,000 crore. This does not include land acquisition and other issues. Also, the work will not include the increased rates of raw materials over the years.

Aurangabad Industrial City in Maharashtra, a part of the Delhi-Mumbai Industrial Corridor, is eyeing investments worth Rs 60,000 crore over the next decade, Gajanan Patil said at a roadshow in Ahmedabad on Tuesday. According to Gajanan Patil, the joint managing director of the Aurangabad Industrial City (AURIC), it has already attracted Rs 4,000 crore in investment since it has been listed as a smart city.

Patil was here to attend a roadshow to woo investors and apprise them about the business opportunities at the 10,000-acre industrial smart city near Aurangabad. Around 110 companies from Gujarat have attended the roadshow, Patil said.

тАЬAURIC is a greenfield smart industrial city being developed as part of the Delhi-Mumbai Industrial Corridor. We are looking to attract investment worth Rs 60,000 crore over the next 10 years. So far, 52 companies have already invested Rs 4,000 crore,тАЭ he said. The city is being promoted by Aurangabad Industrial Township, a special purpose vehicle created by the Centre and the Maharashtra government.

Already four industries are functional at AURIC and a few multinational companies have also committed investment. While 40 percent land is reserved for residential and commercial purpose, the rest is reserved for industriesтАЭ said Patil.

As the plan is of a 10-lane road, NHAI will be constructing pillars for metro rail along with the road work. If metro is proposed in future from Nagar Naka to Cambridge School then there will be no inconvenience in developing infrastructure as it will be ready for it. There will be priority to public transport on Jalna Road including school buses. Hence two lanes will be reserved for them. The traffic management will help reduce the pollution and protect the environment. Flyover at Mukund wadi cancelled The Mukund wadi flyover has been cancelled as the present flyover bridge at Cidco is close to the site. Instead, NHAI proposed construction of subway in front of Chikalthana Airport. Beed Bypass to turn into super way There will be an overbridge at Mukundwadi Railway Station. The road will be extended till Beed Bypass. Three flyovers have been proposed which will be at MIT College, Shivajinagar, and Sangramnagar. There will be six lanes road upon these flyovers. Beed Bypass will also have Service Road and four foot over bridges. To provide safety of walkers during the night, the office has proposed construction of small shops at the subways. NHAI is also thinking of streamlining traffic passing through Mahanubhav Ashram Chowk. It is learnt that a subway will be constructed at Beed Bypass and the road of Mukundwadi Railway Station bridge will be extended till Beed Bypass and it will be made 30-metre wide with a big junction on this route. The development plan of the road has been prepared by the Cidco and Aurangabad Municipal Corporation (AMC) administration.
